If therefore Her Majesty should be graciously pleased to sanction an addition to these Councils, it will be necessary that her Instructions be modified to that effect.
In the last paragraph of the petition the Petitioners express their conviction of the bad moral effect produced on the minds of the Chinese by the present system of forms adopted by the Supreme Court and by the heavy fees authorized to be levied by the Courts, whereby the ends of Justice are too often frustrated whereas in their opinion these forms and fees should be the simplest and lightest that circumstances will admit of.
